Why Eid Is the Last Holiday Still Announced Late

In December 2025, Oman's Cabinet decided that most public holidays would stop being a surprise, publishing Accession Day, Isra and Mi'raj, Islamic New Year and the Prophet's birthday for the whole year in advance. Only two dates on the calendar still wait on someone looking at the sky: Eid al-Fitr and Eid al-Adha. Those are the two that can empty a hotel roster or a clinic's call desk with barely a day's notice.

A Cabinet decision that changed the calendar

For years, every religious holiday in Oman carried the same uncertainty. You knew roughly when Eid al-Fitr, Eid al-Adha, Islamic New Year or the Prophet's birthday would fall, but the exact day only became official a day or two before it happened. That made rosters, marketing calendars and even school terms hard to lock down months out.

The Council of Ministers changed that at the end of 2025. It approved a policy to publish national and religious holiday dates for the whole Gregorian year in advance, instead of confirming each one as it arrived. The 2026 list came out with Accession Day, Isra and Mi'raj, Islamic New Year and the Prophet's birthday already dated months ahead. The stated reason: help government offices and private businesses plan their schedules and stop holidays colliding with other events on the calendar.

How moon sighting still decides two dates

The policy carved out one exception on purpose: Eid al-Fitr and Eid al-Adha. Both still follow the declarations of the Main Committee for Determining the Start of Hijri Months, chaired by the Ministry of Endowments and Religious Affairs. The committee meets each month to check whether the new crescent has actually been seen, not calculated from a chart.

Here is the part that explains everything. Most Islamic-calendar holidays fall well into a month whose start was already confirmed weeks earlier. Isra and Mi'raj lands on the 27th night of Rajab. The Prophet's birthday lands on the 12th of Rabi al-Awwal. By the time either date arrives, nobody is guessing anymore. Eid, though, is the first day of a new month, Shawwal or Dhul Hijjah. The sighting decision and the holiday are the same event, which is why Eid can only ever be confirmed a day or two ahead.

Out of Oman's entire public holiday calendar, only two dates still depend on someone looking at the sky, and they are the two that can empty a roster overnight.

What is already fixed for 2026

Here is what a business already knows for the rest of 2026, and what it still does not.

• Islamic New Year: Thursday, 18 June (already passed)
• Prophet Muhammad's birthday (Mawlid): Thursday, 27 August (already passed)
• National Day: Wednesday and Thursday, 25 to 26 November (fixed, still ahead)

National Day in November is the only fixed date still ahead of you this year, and it can go straight into the roster now. Mawlid, back in August, already showed how far ahead a fixed Hijri date can be rostered.

Eid al-Fitr and Eid al-Adha do not work this way. Future dates are only estimates until the sighting committee confirms them, likely within a day or two of each holiday. That window, not National Day, is where a business's planning actually gets tested.

The cost of finding out late

The difference between a fixed date and a date confirmed late is not just an inconvenience. It shows up as a real bill. Here is a composite example built from typical Muscat rates, not a real property, that you can redo with your own numbers.

The multiples will differ for a polyclinic's call desk or a dealership's service line, but the shape of the bill is the same: everything costs more when it is decided the night before.

Treat your holiday calendar as two separate lists. The fixed list, National Day still ahead this year, and Accession Day, Isra and Mi'raj, Islamic New Year and Mawlid already behind you this year, can go straight into your roster software and marketing calendar today. Nobody needs to check back.

The moon-sighting list needs a different plan. As soon as Ramadan's start is announced, pencil in a window for Eid al-Fitr, and do the same for Eid al-Adha a couple of months later. Decide now who approves overtime, who updates the phone greeting, and who checks the website and WhatsApp hours. Agree the agency rate and the approval chain in advance, so nobody is negotiating at eight in the evening the night the crescent is sighted.
